The Burundi Leadership Program (BLTP) - Presentation

Since 2003, the Burundi Leadership Training Program aims at reinforcing the capacity of Burundian decision-makers to work together and establish the foundations of a national reconciliation focused on a common strategic vision, an integrated national security sector and a sustainable economic development.

In the aftermath of a violent conflict which weakened the country for several years, this initiative aims at restoring trust amongst Burundians, helping decision-makers to develop a common vision of the future and establishing a network of committed leaders.

This program was launched by the Woodrow Wilson International Centre for Scholars (WWICS) in association with ESSEC IRÉNÉ and CMPartners. This program was first funded by the World Bank Post-Conflict Fund than received funding from the European Commission, the Department for International Development (DFID) and from USAID Office for Transition Initiatives (OTI).

Thanks to the support of high-ranking Burundian authorities and especially President Pierre NKURUNZIZA, BLTP played a crucial role in the implementation of the Arusha Peace Agreement, in community reconciliation and in the transition process, specifically regarding the integration of the security sector.

Indeed, the BLTP workshops initiatSed by the Defence Minister and the General Director of Police included the training of National Police senior managements in the integration process planned by the Arusha Agreement.

The BLTP has a national structure on the field, composed of five people led by Fabien NSENGIMANA, former chief of cabinet and counsellor to President BUYOYA. Liz McCLINTOCK (CMPartners) is the permanent trainer. From start on, BLTP benefited from the advices and support from Eugene NINDORERA, former
Human Rights Minister.

The so-called « Ngozi process » already trained over 8.000 national and local high-ranking decision-makers in around thirty workshops.
