The Burundi Leadership Program (BLTP) - Workshops

The Gitega Case - September 2007

At the request of President Pierre NKURUNZIZA, BLTP organized a retreat gathering key participants able to solve the institutional crisis that crippled the country for seven months.

This historic event gathered about thirty high-ranking decision-makers and amongst them four former Presidents, and vice-presidents of each political movements (CNDD-FDD, SAHWANYA-FRODEBU, UPRONA, CNDD, PARENA and MRC), the Minister for Domestic Affairs, the National Police Director and personalities from civil society.

This workshop aroused both media - and people’s attention. Several Gitega participants suggested that the workshop might have had an effect on the agreement later concluded between President NKURUNZIZA and opposition leaders.

Between 2005 and 2007 :

- Forces de Défense Nationale (FDN, army) : 6 workshops, 200 participants)
- Police Staff : 70 participants
- PNB 1 &2 : 70 participants

September 2005: Bujumbura

An executive retreat gathering members of the Burundian government around the President and the vice – presidents was held in September 2005 in Bujumbura to ensure the cohesion of the governmental team.

2005 elections and the establishment of an electoral code of behaviour

At the request of ONUB Commandment Force, two consecutive training workshops were held for members of the mixed liaison teams.

May 2004: Gitega

Commission in charge of issues related to the Integrated Military staff of the future “Forces de Défense Nationale” (FDN). This Commission solved the impending question of the fighter’s statute after the acquisition of decision-making facilitation techniques.

February 2004: Bujumbura

Mixed Commission for the Ceasefire to implement an inclusive and efficient decision-making process under UN supervision.

November 2003: Nairobi
37 participants - FAB & armed movements
Senior managements from Burundian armed forces (BAF), armed movements, participants to the peace process.

March – September 2003 and May 2004: Ngozi I, II & III
95 participants - High level leaders
These six-day workshops led to the training of high-ranking decision-makers chosen for their political, regional,
professional, religious and ethnic diversity, coming from governmental institutions, military movements and civil society.
